Telegram NCII Removal: Why Channels Are the Hardest Target
Telegram is now the largest single distribution vector for non-consensual intimate imagery worldwide. A single public channel can reach hundreds of thousands of subscribers, and the platform's reluctance to engage with content moderation requests has historically made it a hostile target for victims.
That changed under the 2026 TAKE IT DOWN Act. Telegram is a covered platform under 47 U.S.C. § 223a for any content accessible to US users, which is effectively all of it.
Why Telegram Is Different from Other Platforms
Three structural features make Telegram harder than Reddit, X, or Discord:
- Channels can be created anonymously with disposable phone numbers.
- Content is mirrored across hundreds of sibling channels within minutes of first upload.
- Telegram's abuse contact (abuse@telegram.org) historically responded only to terrorism and CSAM reports.
The TAKE IT DOWN Act forced a change. Telegram now has a dedicated Section 223a queue at dmca@telegram.org with a 48-hour compliance commitment for valid US notices.
The Notice That Works on Telegram
A Telegram notice that gets honored has to include:
- The exact channel handle (the t.me/handle URL, not a forwarded message link).
- The specific message ID or IDs containing your image.
- A statement under penalty of perjury that you are the depicted person and did not consent.
- A 47 U.S.C. § 223a citation and the 48-hour deadline.
- A demand to remove the content from sibling channels operated by the same admin.
The fifth item is the one most victims miss. Telegram channel admins typically operate a network of mirror channels under different names. Section 223a applies to all of them, but you have to name them in your notice or Telegram will only act on the channel you cited.
Group Chats vs Channels vs Bots
The legal path differs by container:
- Public channels: Section 223a notice to dmca@telegram.org.
- Public groups: Section 223a notice to dmca@telegram.org plus an admin report.
- Private groups: cannot be removed without an admin or member reporter, but the distributor can be prosecuted.
- Bots: Telegram removes abuse bots within 24 hours of a valid report under their Terms of Service, separate from Section 223a.
What Happens When Telegram Refuses
Telegram complies with about 80 percent of valid Section 223a notices on the first round. For the remaining 20 percent, the FTC enforcement path under Section 5 has produced consent decrees that compel future compliance. As of early 2026 the FTC has opened formal investigations into 12 Telegram channel networks and reached settlements with three.
